Culture minister nominee stresses balance between work and leisure

SEOUL, Feb. 27 (Yonhap) -- President Park Geun-hye's pick for culture minister said during his confirmation hearing Wednesday that he will push for a universal cultural welfare policy under which people can strike a balance between their work and leisure time.

"I will build 'a life net of culture' by providing the people with tailored cultural service and more opportunities for sports and tourism activities," Yoo Jin-ryong, who was nominated to lead the Ministry of Culture, Sports and Tourism two weeks ago, said in his speech during the hearing.

For the nation's artists, the nominee vowed to increase welfare benefits for artists and improve the environment for creation so they can work without worrying about economic issues.

He also vowed to expand the coverage of social insurance programs for artists and help their efforts to support themselves by creating more jobs in the culture and art field.

In addition, he pledged to make the country's cultural content industry a key driving force of the economy.

"I will make the government increase its support for the cultural content industry so it can create more jobs for youth and sustain high growth," he stressed.

A native of Incheon, a port city west of Seoul, Yoo graduated from Seoul National University and started his civil service career at the ministry right after passing the state exam for senior service officials in 1978. He then worked in various major posts at the ministry until he stepped down as vice culture minister in August 2006.

When he was the cultural industry bureau chief, he played a key role in revising a law on promoting the country's cultural industries to cope with the digital age. He also contributed to the global spread of Korean popular culture, known as "hallyu," leading the establishment of the Korea Creative Content Agency, a subsidiary agency of the culture ministry working to develop and promote quality hallyu content.
