Parliament panel OKs appointment of three top court justices

SEOUL, July 26 (Yonhap) -- A parliamentary committee confirmed the appointment of three Supreme Court justices on Thursday, including a lawyer who was slammed by opposition parties for his ideological orientation and an alleged ethical lapse.

After a series of hearings, the panel adopted reports to approve the nomination of the candidates: Kim Seon-soo, a lawyer; Noh Jeong-hee, the chief of the Supreme Court Library of Korea and Lee Dong-won, the chief justice of a district court on the southernmost island of Jeju.

Their appointment will be put up for parliamentary vote at a plenary session later in the day.

But Kim's nomination was endorsed amid a boycott by lawmakers of the main opposition Liberty Korea Party (LKP) who vehemently oppose his appointment.

The LKP took issue with Kim's left-leaning political orientation and possible irregularities over a home purchase.

Kim previously led a group of lawmakers representing the ultra-leftist Unified Progressive Party in a trial over the party's disbandment.

The Constitutional Court dissolved the party in 2014 after its leadership was convicted of plotting to overthrow the South Korean government in the event of an inter-Korean war.

Despite LKP lawmakers' opposition, a motion to approve the three is widely expected to be passed at the plenary session, given the parliament's composition.

The ruling Democratic Party (DP), which controls 129 seats in the 299-member Assembly, is widely expected to secure the majority of votes required for approval, as liberal opposition parties do not oppose Kim's nomination.

The Supreme Court is being embroiled in a power abuse scandal as former Chief Justice Yang Sung-tae allegedly used politically sensitive trials as bargaining chips in its dealings with the presidential office.

An internal probe showed that the National Court Administration under the top court wrote a report in March 2015 on how to use high-profile cases in persuading senior presidential aides to then-President Park Geun-hye to support Yang's bid to establish a court of appeals.
