Metropolitan Subway Reduced to 90% Due to Strike

It has been more than a week since the railway strike has begun, and is now going into its second week. It has led to a reduction of subway services in the metropolitan areas, and public inconvenience is expected.

In preparation for extended strikes, the government and KORAIL implemented emergency transportation plans, such as increasing freight train services.

As the railway strike has been going on for more than a week, disturbance in the operation of metropolitan subways has become inevitable.

The operations of lines one, three and four, operated by KORAIL, were reduced to an average of 90%, and thus we can expect passenger inconveniences.

The lines will be operated at 100% during the morning commute hours, and at 92% during the evening commute hours.

The government and KORAIL plan to minimize passenger inconvenience and distribution disturbances by operating emergency transportation plans such as assigning additional support from relevant organizations and experienced train operators from within the organization.

Also, 299 newly employed short-term substitute personnel and 115 on standby were assigned in advance, slightly alleviating the human resources problems.

KORAIL had originally planned to reduce the services of KTX and commuter trains beginning on the second week, but it has decided to maintain a 100% rate for a while.

It also plans to increase the operation of freight trains, which was at 30% in the first week of strike, to 42%, by increasing the services from 75 to 101 times.

However, even these are merely temporary measures; if the strike becomes extended, it seems obvious that damages will increase.

<Kang Ho-in / Minister of Land, Infrastructure, and Transport> “The railway labor union is holding the public and the economy hostage to continue their strikes, despite that they have been receiving stable and high wages when their company was going through difficult times.”

The labor union and the company are sticking firmly to their respective stances instead of talking to each other, so negotiations do not seem possible in the near future.

철도파업 2주차 돌입…오늘부터 수도권 전철 90%로 축소


철도파업이 벌써 1주일을 넘어 2주차에 접어들면서 수도권 전철 운행이 축소돼 시민들의 불편이 예상됩니다.

정부와 코레일은 철도파업 장기화에 대비해 화물열차를 증편하는 등 비상수송대책을 가동했습니다.

김동욱 기자입니다.


철도파업이 1주일을 넘어서면서 수도권 전철 운행의 차질이 불가피해졌습니다.

코레일이 운영하는 서울 지하철 1호선과 3호선, 4호선은 운행률이 평균 90%로 축소돼 이용 승객의 불편이 예상됩니다.

출근 시간은 100%, 퇴근 시간은 92% 수준에서 운행됩니다.

<차경수 / 코레일 대변인> "수도권 전동열차는 대체인력의 피로누적으로 당초 계획한 대로 90% 수준으로 운행할 계획입니다."

정부와 코레일은 유관기관 지원과 내부 경력직 기장을 추가 투입하는 내용의 비상수송대책을 가동해 승객 불편과 물류 피해를 줄인다는 계획입니다.

이와 함께 기간제 대체인력 299명 신규 채용과 임용 대기자 115명 조기 투입 등으로 인력운영에 조금은 숨통이 트인 상태입니다.

코레일은 당초 KTX와 통근열차 운행을 2주차부터 감축할 계획이었지만 당분간은 100%를 유지하기로 했습니다.

화물열차 운행도 75회에서 101회로 증편해 파업 첫주 30% 수준이었던 수송률을 42%까지 끌어올린다는 계획입니다.

하지만 이마저도 임시방편에 불과해 파업 장기화 시 피해 확대는 불보듯합니다.

<강호인 / 국토교통부 장관> "철도노조는 회사가 어려운 상황에서 안정적으로 높은 임금을 받아왔음에도 불구하고 국민의 발과 경제 혈맥을 볼모로 파업을 계속하고 있습니다."

노사가 대화 대신 강경 입장을 고수하고 있어 당분간 협상 테이블에 앉기는 쉽지 않아 보입니다.
