Special Prosecution to Forcibly Summon Choi

Choi Soon-sil, who has been refusing to appear for questioning, will be forcibly summoned as early as today.

The counsel is expected to seek another arrest warrant for Choi, charged with accepting bribes for mediation.

Kim Bo-yun has more from the office of the independent counsel.

Though not confirmed, it is highly likely that Choi will be summoned by the independent counsel within the day.

Yesterday, the court issued the counsel an arrest warrant for Choi on charges of accepting bribes for mediation.

To make the most out of the warrant, which is effective for forty-eight hours, the counsel plans to question her with other factors in mind, such as Choi’s trial schedule.

When Choi was first arrested, an array of trials was scheduled for Choi, so the execution was slightly delayed. However, no trials are scheduled for this week, so there are no reasons for delay.

Since Choi is still not cooperating with investigations, despite the fact that there is less than a month left in the investigation period, the counsel is also taking a tough stance.

This time, the charges pertain to ODA projects in Myanmar. Choi is suspected of receiving company shares in return for helping a certain company take part in the project.

It also appears that for this, Choi appointed Yoo Jae-kyung, an executive director of Samsung Electro-Mechanics, as the ambassador to Myanmar.

The independent counsel plans to summon Choi to question her about such charges. However, it remains to be seen how much Choi will talk, since she exercised her right to remain silent for two days during the last questioning.

As Choi’s charges are being exposed one after another, suspicions about President Park are also newly emerging. Would this affect the face-to-face questioning?

Yes. The independent counsel put three people related to the artist blacklist on trial, saying that President Park colluded with them.

This was the first time that the prosecutors clearly stated a criminal charge for the president.

The prosecutors had said that there is more than enough evidence on the president colluding with Choi or former senior aide Ahn. Now, the counsel has added new charges to further pressure the president.

Moreover, earlier this month, the counsel repeatedly expressed their will to complete their investigation of the president.

Inevitably, the president’s side is bound to remain quite nervous.

Some are cautiously raising the possibilities that they will refuse not only the face-to-face questioning but also a search of the Blue House.

The independent counsel is abiding by their position that a face-to-face questioning is necessary, having completed a legal review for a raid of the Blue House and is currently in the process of discussing the schedule and venue of questioning.

특검, 최순실 이르면 오늘 강제소환…대통령, 블랙리스트 공모

특검의 소환을 거부하고 있는 최순실 씨가 이르면 오늘 강제로 불려와 조사를 받습니다.

특검은 알선수재 혐의를 받고 있는 최씨에게 두번째 체포영장을 집행할 것으로 보입니다.

네, 단언할 수는 없지만 오늘 중으로 특검에 불려나올 확률이 높습니다.

특검팀은 어제 저녁 최씨에 대해 알선수재 혐의로 청구한 체포영장을 법원으로부터 발부받았습니다.

48시간의 길지않은 체포시한을 효율적으로 활용하기 위해서 특검팀은 최씨의 재판일정 등을 고려해 조사를 할 예정인데요.

첫 번째 체포 때는 영장을 받고도 최씨가 줄줄이 재판이 잡혀있어서 집행이 조금 늦어졌는데 이번주에는 재판이 없어서 지체할 이유가 없습니다.

수사 기간이 한 달도 남지 않은 상황에서 최씨가 여전히 조사에 협조를 하지 않고 있다보니 특검팀도 강경하게 나가고 있는 겁니다.

이번 혐의는 미얀마 원조사업과 관련된 건데요, 최씨는 이 사업에 특정 기업을 참여시켜주는 대가로 회사 지분을 넘겨 받았다는 의혹을 받고 있습니다.

이를 위해 미얀마 대사에 삼성전기 전무 출신인 유재경 대사를 앉혔다는 정황도 포착됐습니다.

특검팀은 최씨를 불러내서 이 같은 혐의를 추궁할 예정인데, 지난번에도 이틀 내내 묵비권을 행사해온 최씨가 얼마나 입을 열지는 미지수입니다.

최씨의 혐의가 속속 드러나는 것처럼 박근혜 대통령에 대한 의혹도 새롭게 불거지고 있는데, 대면조사에 영향이 있을까요?

네, 그렇습니다.

특검팀은 문화계 블랙리스트 3인방을 재판에 넘기면서 박근혜 대통령이 이들과 공모했다는 내용을 적었습니다.

특검팀이 박 대통령의 범죄 혐의를 분명히 한 건 이번이 처음입니다.

검찰은 박 대통령이 최순실씨나 안 전 수석 등과 공모했다는 증거는 차고 넘친다고 했었는데 특검까지 새로운 혐의를 추가해 박 대통령을 압박하고 있는 겁니다.

게다가 특검팀은 이번달 초에 대통령 조사를 끝내겠다는 의지를 여러 차례 보였죠.

박 대통령 측은 상당히 긴장할 수밖에 없습니다.

대면조사 뿐 아니라 청와대 압수수색 등을 거부할 가능성도 조심스럽게 제기되고 있는데요.

특검팀은 청와대 압수수색에 대한 법리 검토를 모두 마쳤고 조사 일정이나 장소도 조율 중이라며 대면조사는 반드시 필요하다는 입장을 유지하고 있습니다.
